[Development] Nominating Zbigniew Chyla as an approver in the Qt Project

Hello QtUniverse,

I hereby nominate Zbigniew Chyla as an approver in the Qt Project.

Zbigniew has worked for Qt 5 forks(private 5.12 and 5.15) since 2024 and joined Qt 6 for HarmonyOS team at the beginning of 2026.
He has made a large number of contributions [1], provided substantial and high-quality reviews [2].
He is one of the key contributors driving Qt for HarmonyOS forward.

Based on what I have seen and how I experience collaborating with him, I trust that Zbigniew will use his approver privileges carefully, responsibly and in the Qt Project's best interest.

Granting Zbigniew approver's permission reflects Zbigniew's contribution and expertise and will definitely enhance team's development flow.
