[Development] Nominating Sami Shalayel as new maintainer for Qt LanguageServer

Hi,

Our Maintainers wiki page [1] currently lists Fawzi Mohamed as the maintainer of the Qt LanguageServer module, with a qt.io email address.

Fawzi has been working for CSCS rather than for The Qt Group since late 2022, so the contact information has been wrong for a few years. Seeing how there’s no activity from Fawzi in the repository, esp now during Qt 6.12 header review discussions, Fabian and I have both unsuccessfully tried to contact him several times and on different channels since middle of June, with the last unsuccessful attempt on July 13th.

Given the lack of activity and response, and following the process in our governance model [2], I believe that the it’s time to consider Fawzi to have retired from the role, and to nominate a new maintainer.

Sami Shalayel <sami.shalayel at qt.io> has done much of the recent work on Qt LanguageServer, and has confirmed that he’s interested in taking over the module's maintenance.

So, I hereby nominate Sami as the new maintainer for Qt LanguageServer.
