[Development] Feature freeze exception for QML Preview Hot Reload

Hi,

the actual meat of the hot reload support [1] for QML preview is in 
6.12. The plumbing for the debug service [2] and the qmlpreview tool [3] 
failed for stupid reasons last night.

I hereby request a feature freeze exception to get the rest of it into 
6.12. Hot Reload is one of the most-requested features around QML, it 
was all already approved before feature freeze and it would be silly to 
carry a bunch of dead code for all of 6.12.
