[Development] Update of QUIP-14 (Module Criteria)

Hi,

I’d like to do some changes to QUIP-14 , concerned with criteria for Qt modules.

QUIP-14: Fix indentation<https://codereview.qt-project.org/c/meta/quips/+/720509/1?usp=related-change> and QUIP-14: Fix capitalization of Qt GUI<https://codereview.qt-project.org/c/meta/quips/+/720510/1?usp=related-change> are purely editorial.

QUIP-14: Remove mentioning of \modulestate<https://codereview.qt-project.org/c/meta/quips/+/720511/3?usp=related-change> changes how we should document modules in TP / deprecations inside the Qt module documentation. Since Qt 6.11, we should just use the \obsolete and \deprecated qdoc commands, instead of using the \modulestate command.
