Given there was no negative feedback about the proposal, and even further proposals to make the minimum even higher, I'll take that as a 'go ahead' for 3.25.
I wish we could have increased it further, but there are some TQtC requirements that prevent that. So a higher version will have to wait for another cycle.
I'll go ahead with merging https://codereview.qt-project.org/c/qt/qt5/+/733509 to bump the minimum in the CI.
Followed by https://codereview.qt-project.org/c/qt/qtbase/+/733428 to error out at configure time when using an older version, to make it official.
