My experience with Mac is very limited even as a user, so I might be incorrect.

But is it even possible to change the system language in Mac OS X
without logging out?
I might be mistaken, but I had an impression re-launching also means
you would have to re-start your application,
so what could be a reason for a standard application to know that
language was changed,
if change will be not be applied until you ext an application?
