It can and it is as well. Digia and others (ICS comes to mind) do offer paid 
support to users of the Open Source version of Qt too. It would be stupid not 
to: it's the same codebase, so if someone wants to pay you to do what you 
already are doing, why not?

(provided it meets the business case criteria, which is what sets the price of 
the open source support contract)
