That's caused by the QTimeZone changes that went in yesterday. Something wrong 
with daylight savings on Windows (the failure is Windows-only) -- look at the 
date: Oct 25.

My Windows 8 machine is being serviced by IT. If I get it back today, I'll 
take a look.
