Sorry my bad, I read too quickly and miss the first [, using the RFC 3986:

*scheme*:[*//*[*user:password@*]*host*[*:port*]][*/*]*path*[?*query*][#*fragment*]

but indeed the // is optional based on the scheme, thanks for the fix
