Per the 1985 accounting rules change, if you have a definition of "done" 
you cannot book the expense as an asset until you meet that definition.

Many of the biggest trumpets for Agile come from products of the 90s, 
the first era where nobody was expected to take responsibility for 
anything. Without a definition of "done" no matter how bad or useless 
something was it could _not_ be classified a failure because "it wasn't 
done."

Everybody gets a ribbon just for showing up.
