[Interest] Qt configurations of pre-build packages

Hi all,

I am looking for the configure command lines used compile the pre-build
packages I can download via the Qt Maintenance tool. Is this documented
somewhere?

I want to understand how ICU configuration changed between 5.6 and 5.9
pre-build packages for Windows.
