[Interest] Building Qt apps on Ubuntu 17.10: GL/gl.h missing

I have also tried both of the following but they all want to install X11
related packages.:
- libgl-dev
- libgl1-mesa-dev

Is this "normal" or is there another Wayland specific GL dev
implementation/library that I should install?
