No need to be so negative. The headers seem to be part of the
qtwebengine5-dev package
(https://packages.ubuntu.com/bionic/amd64/qtwebengine5-dev/filelist).

If you're looking for what package provides a certain file,
https://packages.ubuntu.com/ is a good place.
