Please define "(including also tools)"
This entire conversation was started when one company that had made the
unfortunate mistake of buying some number of commercial Qt licenses had
more developers working on the project using just C/C++ and no Qt
what-so-ever (most likely writing firmware and device drivers) who just
wanted to use QtCreator because they liked the IDE.
The quote above as well as the text in b)
===
(b) is in no way, directly or indirectly, developed by or for or otherwise related to or in the interest of the Licensee or its Affiliates, or (ii) software The Qt Company has made available via its Qt Marketplace online distribution channel.
===
Seems to once again be ruling out using OpenSource QtCreator to write
C/C++ code if anyone has made the mistake of purchasing a Qt license.

For example an independent open-source application containing Qt likehttps://wiki.wireshark.org/Development/QtShark or independent open-source library created using Qt such ashttps://inqlude.org/libraries/vlc-qt.html. If the software you want to use meets the terms defined, then it is ok. Note specifically that open-source Qt (including also tools) is not allowed to be mixed with commercially licensed Qt.
