As it turns out Microsoft doesn't install the x64 cdb.exe with the 
/"Windows Software Development Kit - Windows 10.0.22000.194" /package.

I installed Qt Creator and MSVC 2019 x64 on the laptop, copied the 
"c:\Program Files (x86)\Windows Kits\10\Debuggers\x64" directory from a 
different machine, and my "Hello World" smoke test application worked.

I've uploaded a screencast at
