[Qt-l10n] improvements in translation infrastructure, schedule

moin everyone,

good news for the not-so-techy ones of you: daily updated translation
files are now available from http://chaos.troll.no/~buddenha/qt-l10n/
(the somewhat silly url may be changed once the system proves itself).
http://qt.gitorious.org/qt/pages/QtLocalization was updated with the
new instructions.

for the more techy ones i added more fine-grained ts targets to the
makefiles, so you needn't to waste time updating all language files just
to discard most of them.

i added a new commit-ts target which strips out line numbers and then
does the actual commit. the rationale is simple: the line numbers will
be invalid next time anyway, so they just bloat the repository. the next
ts-<lang> run will re-generate fresh ones.
please start using this target for your upcoming contributions.

the submission process didn't change, so you still need to fight through
git and gitorious. :-/

on a related note, the PO files created by the linguist toolchain should
be now (4.7) actually usable.

qt 4.7 finally entered soft string freeze, with hard freeze being
expected in a week, and an actual release candidate being rolled in two
more weeks or so.

i'm going on vacation for the next 2-3 weeks, so don't be surprised if
your merge requests are not handled timely.
