[Localization] Change translation platform to Crowdin?

Hi, Qt’s translate use mail list still, why we don’t give a try on https://crowdin.com/ ? 😊 It’s a more convenience way to localize qt, and free for projects.

As I know, a lot of qt-based project use this platform, such nomacs, kde, and etc. Let’s have a try, shall we?

In this way, community members can join in localization more easily. And gather members contributions. Such here is a zh_cn translation: https://github.com/jiangcaiyang/QtCreator-Translation-CN  , but maybe mail list be troublesome, so he chooses open a new depository.
