[Localization] Translation of Qt Creator in French

Hello!

The main issue is that you submitted the .ts file with "locations" and "obsolete" entries included, which we do not want in the code repository.
You can remove these from the file with

lconvert -locations none -no-ui-lines -no-obsolete <input_ts_file> -o <output_file>

then git commit --amend the commit and submit the new patch set to gerrit.
