[Localization] pt_BR commit and freeze for Qt 6.10

I just submitted my first commit for pt_BR translations. From what I 
understand, I believe it now needs to be reviewed before it can be approved. 
The commit was for 6.9. The translation files in the branch didn't match the 
templates at https://l10n-files.qt.io/l10n-files/, so I had to redo a lot.

Regarding the string freeze for Qt 6.10, is there any estimate for when the 
new translation templates will be available? Thanks.
