[Localization] Russian and Ukrainian Translation Update

Greetings everyone.
It's been quite a while since my commit to update the Russian and Ukrainian
translations.
I'm new to Gerrit, and this is my first commit.
Huge thanks to Oswald for helping me format this commit correctly. It's
very difficult to figure things out the first time, especially without much
practice.
Well, the time for the first active discussions has passed, and now there's
complete silence.
The commit is stuck on Gerrit. There's no decision, positive or negative.
No one is replying to my messages.
What's next? How and when should this all end?
Or am I the only one who needs these language updates?
If no one wants the updates, reject the commit and say, "We don't need
anything, don't send anything."
If someone really does want the updates, let's move on to the logical
conclusion of this process.
I've long since corrected all the obvious errors pointed out by other users
during the review. I'm waiting for Oswald to respond to my questions in the
Gerrit posts.
