[Marketing] QtSummit participation criteria

I agree with Quim, with the caveat that formatting web pages to default for
handheld devices would be the ideal goal... although likely problematic for
a wiki.

Still, on a side note, this request comes up so often in so many contexts
that there's obviously a general need that some enterprising folks could
fill...
