Is it possible to disable issues or put a notice for users who are
starting new issues?

And Jira is required to sign this agreement. Is that right?
In this case is it possible to provide a separate identity server,
where users could authorize and sign agreement with a GitHub login?

Gerrit is closed from anonymous. That's not an open process. =/
