[Qbs] WebAssembly Support

I cherry-picked the change into my local master branch of QtCreator.
Unfortunately qbs.toolchain is empty when using  WebAssembly Kit
(Desktop build with GCC and qbs works of course and also does
WebAssembly build with cmake). I couldn't identify the issue yet, the
code looks reasonable to me. Will do some debugging in the next days.
