As Andre already pointed out you have to install a qt 4.x version somewhere:
Either download one from the trolltech servers and compile it, or install a
 precompiled package from the servers of your distribution.

Now you have to tell qtcreator about the location of the qt version: You can
do this under Tools->Options. Last step: Make sure that you have set the
right version on your project (cause there can be multiple qt versions):
This can be done in the Build&Run view.
