[Qt-creator] Path for designer plugins

it should be sufficient to have the Qt Designer plugins in the Qt plugin 
directories (with the exception of Qt's bin), provided their build key matches 
that of Qt Creator.

Once it has loaded Designer, Qt Creator has a menu entry 
Tools/FormEditor/Plugins which brings up the Qt Designer plugin dialog. The 
dialog shows failed plugins and errors.
