[Qt-creator] General makefile project - build environment

Hi list,

In a general makefile based project it exist "Run Environment" settings, but
why not "Build Environment" settings too?
It make sense by following scenario: a custom build steps with environment
variables like

name:    qmake3
command: $QTDIR/bin/qmake  // is qt3
working directory: $VGLDIR
command arguments: CONFIG*=vg_$debug_version"
