[Qt-creator] Feature request: Project and Build panels auto-hide options

Hi,

I also like KC's Jones suggestion. I think that feature gets to the
bottom of what's really needed and I guess it doesn't require more
invasive changes like adding new handlers for the mouse
position/events, required by my suggestion. So, let's do it guys! :)

I'll check first if the concept of "hot regions" exists for the
panels. If it's in place, I'll do it.
