I'm not sure I understand the question, but all plugins from Nokia are 
provided with the source code of Qt Creator.

I know at least 3 3rd party plugins:
 * CppSupport, plugin for C++ Class View, from visual fc:

 * Doxygen, add doxygen tags, from kofee:
