There is some highlighting for python (I think via the generic highlighting based on kate highlighting files), and some python debugging in Qt Creator.
More is not on our list of things we'll do in the nearer future.

Run "qmake && make" in <qtcreatorsources>/doc/api to generate some sparse API doc, and you can have a look at the stuff in <qtcreatorsources>/doc/pluginhowto which is work-in-very-slow-progress.
