[Qt-creator] Proposal for new maintainer

I'd like to propose Robert Loehning as a new maintainer for the Qt creator test subsection. He's been working on Qt creator and in QA for it for 3 years now, so he's very very familiar with the area.

I'd also like to resign from the above position as I'm moving on from this position. So for now, Eike defaults as chief maintainer of qt creator.
