A simplified way to build Clang could be found here

https://github.com/syntheticpp/Der-Clang

It's a meta-repository which hosts the necessary
repositories as submodules.

To get the code, clone it and run ./update (works
on Linux and Windows with a bash).

BTW, the fastest way to build on Windows is to use cmake with ninja.
