I ended up with:
sed -e 's/-$(INSTALL_PROGRAM)/$(INSTALL_PROGRAM)/g' -i Makefile
sed -e 's/-$(STRIP)/$(STRIP)/g' -i Makefile
sed -e 's/-$(DEL_FILE)/$(DEL_FILE)/g' -i Makefile
sed -e 's/-$(DEL_DIR)/$(DEL_DIR)/g' -i Makefile
