fwiw, i'm anticipating that everyone who still used two different
accounts for jira (proper) and gerrit will have problems now (though
maybe not quite as tough as thiago's ;).

so i'm accepting requests to remap all gerrit activity to the primary
jira account and purge the duplicate.
