[Qt-creator] Dev: Raising minimum requirement for building Qt Creator to Qt 6.5.3

Hi,

we plan on raising the minimum requirement for building Qt Creator itself to Qt 6.5.3 in master branch (= Qt Creator 16+). The Qt version for user applications developed with Qt Creator is not affected.
The current minimum Qt version is Qt 6.4.3.

Qt 6.8 is released now, which gives us a good range of allowed Qt versions, and raising the minimum to Qt 6.5 allows us to benefit from some newer Qt APIs.
