Link [1] states something similar. In addition to that it seems to me  
that you cannot enable/disable all functionality from within the  
qconfig file. Some stuff like the WebKit module, the script module and  
support for transformed screendrivers can only be enabled/disabled  
from command line options passed to the configure script.
