[Qt-interest] SQLite Plugin Problem on some XP machines

On most of our XP installs our app loads the sqlite driver just fine.
But on some it doesn't.  I'm getting the error: "Driver not loaded."
I'm setting the path correctly in the qt.conf file and it's correct
when I debug it in QApplication::libraryPaths.  It seems to be
independent of whether or not the user has admin or non admin
permissions.  Also it works on some machines w/o Qt installed and it
doesn't work on others.  I can't figure out what's different about the
ones it fails on.  Any guidance would be greatly appreciated.

Using Qt 4.4.3 on a fully updated XP box.
