Err.. the sentence "Phonon from Trolltech" is, at least, inexact:
Phonon is developed in the KDE repository and, from time to time,
Trolltech takes a snapshot of Phonon from the KDE repository. See

If you have a commercial license from Trolltech, you can use Qt from
the KDE on Windows project under the commercial license terms, i. e.
you do not need to open source your application. In fact, you can also
use kdelibs, kdepimlibs and kofficelibs from KDE. See
http://api.kde.org if you want more information about what those
libraries provide.

KDE is cross-platform (Unix, Mac and Windows).

I guess so, when Trolltech considers DBUS on Windows is good enough. I
guess that would be when WinDBUS is merged with FreeDesktop.org's
DBUS, which I'd say is not too far.
