If you compile for Cocoa, it will run only on Leopard (and the upcoming 
Snow Leopard).

If you want your programs to run on Tiger and Panther, you have to compile 
using Carbon.

Note that you can compile the 32-bit targets with Carbon and compile the 
64-bit target with Cocoa.
