QT is a framework written in C++ for C++ (ok.. and java with jambi and python with PyQT and there is a C# tie in as well.. but I digress)
It will qualify as a server development environment, as much as any C++ codebase will.. meaning, bad coders can write really bad code.. on any framework..
I have written more than one mega-row database integration service using the sql and network package...
I have also used it for serving video
