Yes.

Qt 3 reached End-of-Life more than a year ago. We strongly urge you to 
upgrade to Qt 4.

Bear in mind that, whenever you ask a question here or in other channels, 
you will likely get a Qt4 answer. You should peruse the Qt3 documentation 
and find the equivalent.
