You don't need commercial version anymore to be able to develop commercial software with Qt under Windows.
http://www.qtsoftware.com has a lot of information which might be useful for you .
Supported compilers:
http://www.qtsoftware.com/developer/supported-platforms-compilers.
Also Nokia does not provide all binaries even for supported compilers.
Some binaries you will need to build yourself (64 bit Windows for example).
Google and documentation may provide you more help, if you are willing to use them.

If I get the Qt Windows Commercial version, I get the binary file to install Qt.
What compilers is used by Nokia to generate this binary?
I ask this question as every compiler has certain limitations which creates problems in very specific cases.
