Qml is the language part of the Declarative UI technology. It's still a 
research project, so there are not any detailed whitepapers or anything 
like this published yet. Hendrik Hartz just posted some higher-level 
slides about the technology:

But if you want to get a feeling for it, I would really recommend to 
clone the repository

check out the declarative ui branch, compile the qt in there and then 
have a look at demos/declarative & examples/declarative. The standalone 
application to run qml files is qmlviewer. Personally, I'm very excited 
about this technology :)
