[Qt-interest] Qt Designer action drag and drop to menubar and toolbar not working on OS X?

Actually, drag and drop isn't working >within< a menu -- I can't  
reorder the menu actions when I drop down the menu in the Designer. I  
am fairly new to Qt Designer, so maybe I'm just missing something  
basic. Help?
