I am not sure whether I understand your exact problem: why do you want to create the *.ts file with the evaluation (no commercial license) version of Qt?

So I understand you have the following scenario:
- You have a commercial Qt license with which you build the application
- In the very same development process (commercial license) you create
the *.ts file
- You ship the application to your customers
Now I understand, at a later point, the customer wants to have another translation.
I remember to have read (but I am NOT sure, check with sales at trolltech.com! And IANAL!) somewhere that you DON'T need to have a commercial license for the application QtLinguist! If this assumption is true then you would ship the *.ts file together with the QtLinguist application to whoever is supposed to translate the *.ts file. This translator person (or the customer) does not need a commercial license. Once the translation is done you ship the resulting *.qm file to the customer.
Does that make any sense?
