Is it the full Visual Studio? If you have isntalled the express version you need to additionally install  the plattformsdk

I don't work with Microsoft's stuff very often, but when I have
seen this error code it usually indicated there was a DLL that could
not be found.



Sometimes if you run the offending command manually (in a DOS shell) it
will tell what DLL is missing and you can add its location to PATH
which fixes the problem.
