Regardless, what you are trying to do is solving a problem that is best solved elsewhere. Perhaps it would be best if you sat down and thought through the requirements and did an analysis on which problem it is you are trying to solve, and in which domain that would best be dealt with.
I'm not saying that you might not have legitimate purposes behind your wanting to block internet access, just that you are going about it in a completely wrong way.
