Yes you are very very blind ;-)

After you click the GPL or commercial bit, you get

 "Qt SDK: Complete Development Environment"  on the left
and
"Qt: Framework Only" on the right.

The links for the downloads are just below that on each side of the page.

I can provide you with a screenshot if that would help... ;-)
