It's a tcl/tk based one, called InstallJammer

Indeed, the website has been redesigned but not yet finished ;) a few
sample (and not so simple) projects will be uploaded as source code to
be downloaded and tested. Be sure to check back the website in the
next few days, or register for free in the forum to be notified of the
event.

Same answer as above, some of the projects shown will be created with
Qt Designer & Qt Creator :)

we've not considerd so far to give source code to customers, we surely
can (and will) provide packages for specific linux distros though
