It depends on what backend you use and what codecs/plugins you install
in your system for that backend.

A quick tour:
- Xine will not play RTP
- GStreamer does play RTP but you cannot change the latency, which is
3000 ms by default
- DirectX does not support RTP directly but you can install a codec.
For instance, Axis distributes a codec to its development parners (
http://www.axis.com/techsup/cam_servers/dev/activex.htm )
- VLC does play RTP but again, you cannot change the latency
- I have not tried the QuickTime backend
