GNOME actually had something like this.You'd define your interface and it could put an N-curses interface together for you, or a GUI.
Its doable in Qt to some extent because of the UI files and the run-rime connection of signals/slots.

I contemplated that one too, a couple of companies ago when DOS was our
primary release target.  I had QtCore and QtXml running under DOS, so I
started contemplating a TUI for it... :)
